Greenhouse Gas Inventory (GHG Inventory)
The national greenhouse gas (GHG) inventory is the official system for estimating and accounting for greenhouse gas emissions and removals within the territory of the Kyrgyz Republic. The inventory is prepared to fulfill the country's international obligations under the United Nations Framework Convention on Climate Change (UNFCCC) and the Paris Agreement and is compiled in accordance with the methodologies of the Intergovernmental Panel on Climate Change (IPCC).
Greenhouse Gases Covered by the Inventory
The national inventory of the Kyrgyz Republic includes the following greenhouse gases:
- carbon dioxide (CO₂);
- methane (CH₄);
- nitrous oxide (N₂O);
- hydrofluorocarbons (HFCs);
- perfluorocarbons (PFCs);
- sulfur hexafluoride (SF₆);
- nitrogen trifluoride (NF₃).
In 2023, the largest share of the Kyrgyz Republic's greenhouse gas emissions consisted of carbon dioxide (CO₂), accounting for 58.2% of total emissions, followed by methane (CH₄) at 29.0%, nitrous oxide (N₂O) at 10.1%, and hydrofluorocarbons (HFCs) at 2.7%. These figures reflect the national greenhouse gas emissions profile.
Main Inventory Sectors
The national greenhouse gas inventory is compiled for the following sectors:
- Energy;
- Industrial Processes and Product Use (IPPU);
- Agriculture;
- Land Use, Land-Use Change and Forestry (LULUCF);
- Waste.
National Greenhouse Gas Inventory System
By Resolution No. 133 of the Cabinet of Ministers of the Kyrgyz Republic dated 24 February 2026, the Regulation on the National System for Greenhouse Gas Inventory, Monitoring, Reporting, Verification, and Carbon Unit Management of the Kyrgyz Republic was approved.
The National System ensures:
- preparation of the national greenhouse gas inventory;
- implementation of monitoring, reporting, and verification (MRV) processes;
- preparation of national reports and Biennial Transparency Reports (BTRs);
- accounting and management of carbon units;
- fulfillment of the Kyrgyz Republic's obligations under the Paris Agreement.
