Action for Climate Empowerment (ACE)
Action for Climate Empowerment (ACE) is one of the key workstreams under the United Nations Framework Convention on Climate Change (UNFCCC). ACE aims to ensure that all segments of society—from schoolchildren and students to professionals, government officials, and civil society representatives—have the knowledge, skills, and opportunities to participate in climate action and adapt to the impacts of climate change.
The implementation of ACE promotes climate literacy, encourages public participation in decision-making, strengthens national capacities, and enhances international cooperation on climate change.
ACE Implementation in the Kyrgyz Republic
The Kyrgyz Republic implements the ACE agenda by promoting climate education, raising public awareness, delivering training programmes, building professional capacity, and strengthening the participation of youth, the scientific community, and civil society in climate action.
A Climate Education and Public Awareness Development Programme of the Kyrgyz Republic for 2026–2030 is currently under development. The Programme aims to promote climate literacy systematically and strengthen national capacities to address climate change.

ACE is built around six interrelated priority areas:
Promoting formal and non-formal education, integrating climate change into educational curricula, and enhancing climate literacy across society.
Conducting information campaigns, events, and initiatives aimed at increasing public awareness of the causes, impacts, and responses to climate change.
Providing education and professional training for specialists, public officials, business representatives, researchers, and civil society organizations in the fields of climate policy and sustainable development.
Ensuring open access to climate information, data, research, and other resources related to climate change and climate policy.
Creating opportunities for citizens, youth, the scientific community, the private sector, and civil society organizations to participate in the development and implementation of climate policies.
Promoting international and regional cooperation, as well as the exchange of knowledge, experience, and best practices in the fields of climate change and sustainable development.
